  4. All countries do this, not just them. A camera is not a necessary element to be attached to a lander. These moon missions are not for entertainment, they're for scientific research. They're not supposed to be sending you live footage of it landing on the moon. Their purpose is to gather information about the moon's surface and send that information back to scientists on earth before they "expire" in around 2 weeks or however long the lander has been programmed to function. The lander has to be designed within strict weight and performance limits so if camera footage is not necessary for the mission, then it will not be included. You're sending an object out into space to gather data, the law of physics as understood on earth doesn't apply outside of earth. So you have to design in a way to make sure that a lander will be able to survive. Moon landings aren't an easy thing to do, Russia failed last year. A lot of time, effort and testing is done to make sure these objects can survive and do what they're supposed to do, gather information and send it back to earth before expiry.
