The whole premise of the show was to provide commentary on modern Korean society and how inequality manifests in the capitalist driven Korean society that it is. South and Southeast Asian migrant workers are a prominent community in the Korean workforce doing jobs that the Korean population are not interested in doing and it make up for the shrinking labour force in the country. What you said about the agreement is right, Korea has signed deals with other Asian countries (South, Central and Southeast Asia and China) since the early 1990s to bring in migrant workers to temporarily work in the country on special visas that are only meant for migrant workers from these countries.
