  4. The plan was put together by a team led by Trump's son-in-law and senior advisor to the US president , Jared Kushner . [ 2 ] Both the Yesha Council of West Bank settlers [ 3 ] and the Palestinian leadership rejected the plan: the former because it envisioned a Palestinian state , [ 3 ] the latter arguing that it is too biased in favor of Israel . [ 1 ] The plan was divided into two parts, an economic part and a political part. On June 22, 2019, the Trump administration released the economic portion of the plan, titled "Peace to Prosperity," at a US-led conference in Manama , Bahrain . The Palestinian leadership boycotted the event. [ 4 ] The political part was revealed at the end of January 2020. [ 1 ] During the press conference announcing the plan, Netanyahu announced that the Israeli government would immediately annex the Jordan Valley and West Bank settlements while pledging not to create new settlements in the areas awarded to the Palestinians for at least four years. The US ambassador to Israel, David Friedman, stated that the Trump administration had given permission for immediate annexation, stating that "Israel does not have to wait at all" and "we will recognize that." The spokesman for Likud , Netanyahu's political party, tweeted that Israeli sovereignty over the settlements would be declared the following Sunday. The Trump administration clarified that no such green light had been given. No decision would be made before new Israeli elections , called for March 2, 2020, and the formation of a new government. The stated purpose of Trump's peace plan was to outline the terms of an agreement, which would be signed by both sides, to end the conflict between Israelis and Palestinians and clarify all claims made by both sides in the conflict. Section 21 of the plan stipulated that this would be proposed in a new UN Security Council resolution and in a new United Nations General Assembly resolution . [ 11 ] The authors of the proposal anticipated that achieving such a solution would provide the Palestinians with self-government while denying them any power that could constitute a threat to Israel. [ 11 ] The successful solution would direct flights between the State of Israel and its neighbors. [ 11 ] The Trump administration declared that it would break with the old paradigms of past approaches to the Israeli-Palestinian peace process, eliminating two central problems [ 12 ] by implementing two measures in 2017 and 2019, which suggested the redefinition of United States of the parameters to definitively resolve the conflict largely by adopting Israeli positions. [ 13 ] These were the recognition of Jerusalem as the capital of Israel on December 6, 2017 and a declaration on November 18, 2019 indicating that Jewish settlements in the West Bank were consistent with international law. [ 2 ] [ 14 ] As a visible sign of its break with the past, the United States opened its embassy in the American consulate complex building in the Arnona neighborhood of Jerusalem on the 70th anniversary of the establishment of the State of Israel
