  3. @de caesaris December 2021, Putin requested talks with Biden on Russia's security regarding events in Ukraine. As per Point 6, Biden should have agreed to such talks. Biden refused, thus the Budapest Memo was made null and void. Regarding the democratic vote of the Crimean Parliament in Simferopol to separate from Kiev, no consultation request was made by the West. Sanctions were imposed instead, the usual authoritarian approach of the bullying West. Got it?
