  7. Unlike Biden, the Russians have no need to rig the Kherson vote. Nearly all the pro Zelensky crowd already left, and the few that remain will get the opportunity to go right up til election day. Foregone conclusion that those who choose to remain in Russian occupied will NOT choose to return to Ukraine.
