I think you may have missed something here with sideloading. It's on the app developer to prevent you, or not, from sideloading their app when the app detects that it doesn't have a secure environment. It doesn't keep you safe at all from installing malware. Malware will not care if it has a "secure" environment or not, and if you're sideloading, you can't realistically secure your environment and still allow sideloading. The reason why you should blame Google is because they provided the API for the developers to use and it will only stop casual sideloaders from using their device as they see fit. If someone is really determined they can change the manifest in the APK and patch the binaries, but they shouldn't have to. All of this is why everyone should either use a dumb phone, like a JitterBug flip phone, or why you should use a Linux phone and not care about apps from app stores.
