With the right tools and materials, anyone can make a gun, and I'm not even talking about professionally crafted either, just functioning. If you have an arc welder and sheet metal you can make all but the barrel and breech. Those two components are the only thing you need to be done well for a reasonably well functioning repeatable firearm. If you can source them from somewhere or make them yourself, then you're done.
