If a company has an intelligent security setup, then they wouldn't allow publicly accessible systems to be Windows and they'd have their own internal and air-gapped network and run their own cloud. With their own internal cloud they could have the system administrators install everything needed and all the computers would be thin clients. Sure, most have been doing it that way for decades, they just don't generally call it a cloud.
