It's because it's unconstitutional, and they know that it's unconstitutional, so they add an expiration date to pretend that they're not doing something unconstitutional and the "justice" system backs them up by pointing to the expiration date and saying "see, it's not permanent, so it's okay". Never mind that technically it's still illegal, as is hiring "private" contractors to break the law for them. There's only two possible outcomes, neither of which will be good for the people.

  2. Technically it's illegal for them to even hire someone else to break the laws for them that they're not allowed to break. Such crimes don't get prosecuted though, and the "justice" system backs up this corrupt misconduct. All I have to say is, get off the planet because Earth isn't safe.
