I'm not sure why you'd place so much emphasis on the percentage of the population that he ruled over, but I'm going to say he belongs in fourth place because in this instance the raw numbers are what matter the most. Although, unless I fell asleep, I don't recall you actually stating how many people he actually killed. So he may not even be fourth.
