If by that you mean that it gives a false sense of privacy as opposed to actual privacy, then sure, but otherwise the UA should be ignored by all and not even used anymore.

As they say, never ascribe to malice that which can be explained with stupidity. That said, I know they target some people/browsers/OS's intentionally and have witnessed the discrimination first hand. For 5 years I used a Raspberry Pi as a desktop computer and the only way to watch video from YouTube for the first 3.5 years I was doing that were to download the video first and watch it with omxplayer. Even though Firefox was built to enable hardware decoding, and no matter what I did with the UA, it just refused to give me better than 360p. As things stand now, they refuse to give me better than 720p despite the fact that I've got 12 cores and a 4.3ghz clock speed. One of these days I'll care enough to look into it, but 720p is good enough.

And they are. Even when it first came out the RPi3 was capable of handling 1080p video with hardware decoding. The Pi4 could handle 4k right off, and now they've got the Pi5.
