@PokettoManStar you're thinking of it in terms of 2 sides shooting. That's not the problem time period. The guy isn't going to out-fight a SWAT team. The problem time is when there is only the murderer and victims. In that situation, you absolutely want obstructed line of sight because it means the victims will have a better idea of where the shooter is than visa-versa, helping to increase their odds of escape.

In essence, yes. If a shooter decides to surrender to the police (a minority of cases) they are still the shooter, but no longer actively shooting.

FPS maps are designed to make it so people aren't painfully easy to shoot from half-way across the map with no way to get out of the line of fire. That point isn't as smart as it sounds in your head to anyone who understands level design and mass shootings.

If you actually think some highshool kid is going to outgun a SWAT team because he has played some FPS's and has cover...wow

Yeah, rather than trying to kill as many kids as possible with their last moments, they could bunker down and get in a standoff with police until a SWAT team comes in and uses their training, equipment, and numberical advantage to outfight a highschool kid (or the kid gets talked down by a police negotiator). I fail to see the problem there.

It's not about solving anything. The idea is to decrease the number of deaths when it does. Mitigation and solutions are different things.
