A good starting point could be to just put a huge tax on unoccupied buildings to pressure them into converting unused buildings into something useful. This would also help small businesses with their rent prices.

@mangobalaclava3329 because we're talking about office building and it would be really easy to prove fraud when someone is claiming to live in a bunch of buildings in the same area and they're clearly going unused.

@mangobalaclava3329 A- in office buildings? B-that would be fraud and pretty obvious to find if they're saying they live in dozens of obviously empty properties.
