  3. Yup, Joker absolutely has plans and is lying to Harvey. Hell, if you look closely during the coin flip, he's holding back the hammer of the gun with his finger, creating the illusion that he's letting Harvey's coinflip decide his fate, but not actually taking the risk he appears to be.

  7. Not really. The joker had his finger on the hammer of the gun, stopping it from being able to fire. Gotta pay attention to the little details, because he's lying so much about not having a plan. He's got plans within plans.
