And avoiding this is why the filibuster was originally designed to be VERY difficult, why presidential vetoes can be overridden by a large enough majority, and why states can call a constitutional convention to get amendments passed w/o congress's involvement. It's also why the UN's veto system is a disaster. (Be it the US, Russia, and China shielding barbaric dictatorships to serve their own interests or Saudi Arabia blocking action on their own human rights abuses)
