Yah, much of the heaviest, multi-layer armor from the middle ages was driven by weapons that weren't a concern for the Romans. The advancements in saddle and stirrup design (and even the lance rest) that turned the couched lance charge into the insanely powerful thing it ended up being weren't around. The amount of armor that knights needed to deal with the insane impact forces that late period charges could produce when they met head on is very different that what you'd need in infantry fights (especially before things like poleaxes)
