You mean this? https://en.wikipedia.org/wiki/Licence_to_crenellate As I understand, the desire and resistance of rulers to castle construction varied a lot depending on when it was happening. Specifically, if the main threats to their rule were external, then rulers would want their vassals to make fortifications on their own whenever they had the resources. (hence why such laws don't appear on the mainland as far as I can tell) If, however, the main danger was of rebellion, then fewer castles makes sense for the rulers. Reading the details of to whom (mostly just knights) and how many (500/1500 castles) suggests this was mainly a formality to maintain good relations with the king (if you're in an area at risk of revolt, you're going to draw a lot less suspicion asking first, and the same holds true if you're building a more impressive structure than is common for your rank) and just assumed as a right of higher nobility.
