  1. Maybe this is me being naive, but I think they're focusing their resources on female cats BECAUSE one male can impregnate so many female cats. Unless you can get nearly every male cat in the area, neutering them does almost nothing to impact the reproduction rates because the female cats will just get impregnated by another male and the result will be the same. If you only have the resources to neuter X number of cats, it makes sense to only neuter female cats because they (not the male cats) are the bottleneck for the population and neutering males will have virtually no effect. Maybe I'm being naive about the people in your area, but that is an entirely logical course of action, so jumping to assigning bad motives seems premature.
