@syncmonism late reply but yes, othet shipwrecks are also scrapped for low-background steel. It's just rare to get any easier to get at than wrecks already in a harbor unless you want to scrap one of the few remaining ones that hasn't been sunk (and is likely a museum ship by this point). It does happen elsewhere as well, though, when things are easy enough to get at.
