Broadly speaking, you're 100% correct. It would actually cost the government less to give every homeless person a place to live than it spends dealing with the costs of homelessness (such as medical costs and the burdon on our "justice" system). Homelessness exists simply as something to threaten the working class with.

@Langley-Outdoors so house the homeless and you've solved the problem and not made the public spaces worse for everyone. "Fun" fact: it would actually cost the government less to give every homeless person a place to live than it costs to deal with having homeless people around (especially in costs to our medical and "justice" systems, which the government has to pick up the tab for). Homelessness exists just as something to threaten the working class with.
