  1. If, by this point, people don't understand what it means their ignorance is willful. If you think a simple change in slogan will fix willful ignorance, go talk to a young earth creationist about anything that involves more than 6,000 years worth of time and get back to us on how that goes.

  2. Because we've seen politicians twist "reform" into expensive training programs that do nothing or other ineffective bs like that for decades. Any politician can call a vapid token policy "reform", declare "mission accomplished", and kill a movement for a decade or longer until people finally realize the reform they were told would fix things didn't and we're right back where we started...again and again and again.
