  2. All else being equal, everything that increases the economic value of labor vs wealth is going to lower the racial wealth divide. Also, moving public services from being means-tested to universal programs will make poverty less of a trap where as how it is now, bettering your situation past a certain point will cut off your benefits and make you worse off at certain amounts of wealth/income than you would be before.
