  1. @Shawn Brink nope. The point of an emergency alert system is that it bypasses such things. I can confirm that mine went off loudly to everyone in the room dispite having my headphones in, just like the Amber Alerts I sometimes get.

Shawn Brink my only claims were that having it not happen when your phone was on vibrate would defeat the point of such a system and the specific claim about what has happened with my phone and both systems along with the implication of my belief that it would be logical to assume that such behavior would extend more broadly. I do not claim to have statistical knowledge of the system's behavior across phone models. I am using an Android for what that's worth.
