The Twitter files already showed the "think tanks" they had going over social media looking for those evil Russian bots flagged almost exclusively citizens who just said something against the government. They even flagged reporters and members of the government. There's no reason to believe this won't be version 2.0. Except this time it'll be coming directly from the government which means potential lawsuits instead of going through a 3rd party the government just donates to.
