Basically we're going back to before the IRS was gutted under Reagan or Bush Sr. I'll never forget the speech a Congressman gave before they voted on it. It was about how the IRS was something even elected officials feared and no government agency should have that much power. He talked about how he'd gotten a letter in the mail and as soon as it saw it was the IRS, he was filled with dread and fear. He reasoned if it caused him to have that reaction it's even worse for the people. He concluded with the people shouldn't fear the government. I wish we had politicans like that today.

This happened before and Congress shrunk the IRS because the agency had too much power and was installing fear in the people of the government. Everybody knew someone that had been audited and lost everything they had over a simple mistake. It was crazy. It happened for the reason you stated. They had a requirement of having to do so many audits and bonuses based on how much money the agent was able to collect. It's similar to what's happening with the FBI to justify their budget. So unlike back then, now we're going to have multiple government agencies intimidating the people to justify their existence. Joy.
