@W8RIT1 If it only passed through one station you're theory might be plausible. As it is you'd have multiple people not doing their job in multiple different places. That's very unlikely. Especially given the amount , contrary to your theory, would be very visible. 30 tons is a massive amount. It's much more likely a paperwork error at loading.
