You've got waste, theft losses, leasing, payroll, etc. Grocery stores have the lowest profit margins of any business. They're not like a car dealership where there's little overhead and markup translates almost directly to profit. I'd suggest watching when Elizabeth Warren was claiming price gouging and brought Kroger in front of Congress. She made a fool out of herself and stopped spouting that nonsense.

  2. Price gouging is illegal. So why aren't they prosecuting them if they're doing that? Seems like a far simpler solution than the government taking it over.
