@TheNomdeguerre Yes and no. They want them to be able to vote, but don't want to make them citizens. If they become citizens they will be protected by labor laws and have to be paid accordingly and have legal recourse if they are injured. It's not unlike the slave owners. They wanted them to count for Congressional power, but not have real rights. Basically it's the same mindset the Democratic party has always held.
