  2. It's not too unlike tornado sirens where I live. They test them every Wednesday at noon and one is at the end of my street.

  3.  Old Luke  The reason people do that is because the sirens will go off if one is suspected 20 miles away. It doesn't require one on the ground to go off, it's if there's rotation in a nearby cloud on radar. You go outside to see. If there IS a tornado close, you'll hear it before you see it. I personally check the radar on phone, but that's a relatively new option.
