  1. The government of Louisiana and New Orleans was to blame. They didn't call for an evacuation until the 11th hour and kept downplaying it. Everyone living in New Orleans knew the levee was going to break at some point because they knew the money to keep it updated was being used for other things. New Orleans didn't even get directly hit by the hurricane. It was the storm surge that did it.
