  1. The well regulated militia would be each state's National Guard. It's part time and voluntary unlike a standing army. You're second part describes every revolution that's ever occurred. While some failed many were very successful and that had more to do with numbers than training.

  2. This happens every few years. Europe starts thinking they're a big powerhouse. Then they remember they don't have a military to defend themselves and scurry back to the US. The last time was under Obama. They wanted our military equipment removed from their countries. The last tank was loaded and shipped out, Russia said boo, and they were begging for it back.
