No they won't. Thomas and Kavennaugh have been chomping at the bit for a case like this. They feel like the Chicago decision wasn't taken seriously by these states and cities. It said that no city/state can ban gun ownership. They see these things as a work around for that decision. I agree with Styx, they'll make it shall so they have to issue permits. I'd love Constitutional carry, but I'd be shocked if it happens. Mainly because of state's rights issues is why it will be shall. Cities were able to limit cannon use at the beginning so I expect that to be the default.
