  1. The deciding factor should be the same as for criminals. The threshold should be the same as back then, if you're removed for the safety of society. Not a danger to yourself but greater society. There are very few that fall under that. Even most paranoid schizophrenics aren't dangerous. I miss the old language. Words like melancholy and eccentric need to come back into regular use. They are so much more descriptive than the language we use today.
