That wasn't the first strategy. That was plan B after it took them a week to figure out Plan A was a bust. It's not a new strategy either. It's basically a siege so yes, everyone and their grandma understand what's being done. Edit: They've made key mistakes even within this strategy like leaving supply lines unprotected by air support which is a huge mistake. The fact it took them a week to change strategies when it was clear the first one was a failure by day 2 is also a huge weakness and shows they can't make key decisions quickly on the field. That happens when a military is too top heavy. So it's not that people don't understand the strategy, it's that they are baffled by the huge mistakes Russia is making that they should know better than to make. Russia has been bogged down by weather too which has allowed Ukraine to reinforce Kyiv another key mistake. There's slow moving and then there's too slow.
