This didn't only happen under the current administration. It happened under Obama, too. It was a tropical storm that hit Louisiana, but not any major cities. Freaking crickets from the government. That's when the Cajun Navy was born. No Red Cross, no FEMA, nothing. We intentionally went 2 weeks later to the area, which was the worst hit to spend money at local businesses to give them a bit of a hand up. There were still houses underwater. People complained about Bush's response to Katrina, and it was nowhere near this disgraceful. Whenever disasters hit in a neighboring state, my little town would donate 18-wheelers full of supplies that would be driven to small towns affected because we knew they would get ignored by the federal government. Unfortunately, this isn't unique for rural areas. Unless a big city is affected, it gets pretty much ignored. It is unique that FEMA ran out of money.
