I'm assuming you got a letter letting you know one of the teachers isn't certified yet. That's not uncommon. It's usually a new teacher that just hasn't completed all the requirements or is changing from one subject to another and requires a couple of classes. They're allowed to teach for a year while they work on finishing their certification. It's usually at high risk schools this is allowed. Rural areas or inner city schools. Part of full certification is observation. Usually they'd be under another teacher as a mentor and be allowed to teach the class a couple of days to get the observation requirement. Due to a serious shortage of teachers, they're now allowed to teach classes alone while they wait for that step of the certification to be done. That doesn't mean they're not qualified, though I've encountered some in that stage that certainly aren't. It just means they're waiting on a specific part which is listed in the letter you were sent. Edit: This happens also because since Obama, teachers fresh out of college can teach at high risk schools for 2 years and have their loans forgiven by the government.
