It's because Communism is based on the false idea that humans are naturally good. We aren't. We're just like every other animal and will do whatever we have to to survive. We put our own interests above others. Even in the cases where someone does make a medication or something to help out of goodwill, it's usually because what it's for has impacted them in some way.
