Since N95 masks are made in China there was no way to control production. The material can not be produced, currently, in the US due to the effects on the environment from the manufacturing process. China was also confiscating the majority of supplies for their people. That caused a backlog in every country. Same with the tests. Germany has one plant that makes the regent to run the test. They were under world wide demand which caused a shortage. Sorry, but why are you pointing only at the US when every European country was ordering the same supplies. Yes there is always a small percentage that is asymptomatic. There is a big difference between that and 50% being asymptomatic. Once the recommendation were made, millions of cloth masks have been made and donated by individuals. In many Asian countries wearing a mask is normal. That's not true for Western countries. In fact in many places it's illegal to wear a face covering because it obscures your identity from cameras.
