  1. The story clearly states they received a grant and money from the DA to take an at risk group on a retreat and instead spent the money on a vacation for themselves to Maryland. In order to get grant money, you write a proposal of what you'll do with the money. I'm going to guess you just saw the title of the video and posted based only on that information. Edit: You need to spend a certain percentage of donations on programs or research to be a nonprofit under the law also. That's why it's fraud.
