In government parties? Often. It’s no different than trying to get support from another party to form a majority government works. It used to be normal from different factions within each party. Everyone is just used to the uniparty when there was no pushback. Normally it was worked out before the vote within the party between election wins and taking office. It happening publicly means they didn’t engage with that faction and expected them to blindly go along or they didn’t get what they wanted so they went public.
