  2. The states have always been separate. That's why my driver's license has my state on it and not the US. State and local governments are supposed to be hands on and Federal government is not supposed to be involved in our daily lives. It's because what New York needs is not what Iowa needs so each state government addresses the individual needs of it's citizens.
