@TapiKoks The drop in education occurred once the federal government got involved under Carter when he created the Department of Education. Before that standards were set by each state to address the needs of the workforce in that state. You can see the rates drop after that. We're too diverse from city to rural and what industries exist in each area for it to be effective centralized like it was done.

@rudyando Yes and no. It depends on the law. The federal government can try to strong arm the state by withholding funding to things like happened with the legal drinking age. However yes, in those circumstances they could have due to state sovereignty which is what allows legal marijuana in states that want it even though it's federally illegal. It also has allowed for counties to disregard mandates by the governors. The officers where I live have said they will not enforce any of the mandates because they violate the Constitution and they aren't the mask police. Had all of this been done by the legislature and put into actual law, it would be different. Since the governors are using temporary emergency powers, which were orginally granted by the legislature for things like floods and other natural disasters for a very short period of time, they aren't required to enforce them. The only thing that has to be is the changes to the health code as that's a department under the governor's direct control. I hope that explained it a bit better. All of that's without using the courts which is the people's last line of defense and last check against the government.
