It wasn't in any sentence they've typed. He said he can demand ID. That's not asking. And no you can't generally say no to the Secret Service given they're power. That would be failure to comply which is a crime. You clearly don't know the difference between a police agency and a lawyer. You can ignore a lawyer without penalty. You can't a police agency which the Secret Service is. Edit: Also it's a freedom of speech issue. The reason for the first amendment is to be able to criticize political figures. Including using humor. Political cartoons depicting leaders is older than the US, which this would fall under.
