  2. ​​​ @matthewmosier8439  There is government assistance for paying rent as well as government housing projects. Yes there's lots of codes, especially for large buildings and apartments. Because if they fail, hundreds will die. There also used to be, and still is to some degree, a problem with slum lords. It's to keep them in check. I have no doubt that some of it is excessive. However, they are usually created because something happened that needs to be prevented. Most of the people currently on the streets are there because they don't want the responsibility. Very few remain on the streets for very long that don't want to be there. Pointing to a single instance that for reasons you didn't explain they can't get ID, doesn't change those facts. Edit: Not to mention shelters. It's funny how they are full when it's cold out, but not so much when it's nice weather. I imagine a lot of the codes in California have to do with green energy and earthquake and hurricane safety. Building technology that allows them to withstand fairly large ones has come along way.
