USFISTER You mean like has happened in every conflict ever? The other side isn't in uniforms so explain how anyone is supposed to be able to identify a civilian. Just like in every conflict that the US and other countries went after terrorist organizations, anyone not responding to commands is considered a threat. Even those that do are approached with extreme caution. When your enemy straps bombs to children or uses them as bait for a trap, everyone is looked at as a combatant until proven otherwise.
