  1. That's why when stuff like that first starts, dissidents are silenced quickly. It instills fear. Most will conform when threatened. Then, secretly people will come to believe since no one is speaking out anymore that they're alone. Thus it becomes just normal life. Once it's normalized the need to enforce it pretty much disappears because society will enforce it on it's own.

  2. If it was at the beginning then people were afraid. Not of not conforming but if what they'd been told was true. Later the lies became obvious. If it was after that, then it depended on the area because then it became tribal. My area complied for about 2 weeks. Then when we weren't seeing what we were told, the majority pretty quickly rejected it. It helped that our police made it known from the start they weren't the mask police. So with no strong enforcement it was much easier to resist. Life returned to normal pretty quickly. In areas with strict enforcement it made it much harder to resist because it could mean fines you couldn't afford or possibly carrying around criminal for the rest of your life.
