It's because they want our society to see bad people as merely victims of their circumstances and the people fighting against them are bad because they're the ones who drove them to it. It's a disgusting recent trope.

@Jamesmc04 He's in Numenor because he wanted to be. He appears as Annatar to trick Celebrimbor to make the rings he intends to use to control them with. He was the lieutenant of Melkor/Morgoth in the First Age. After Morgoths defeat he went into hiding for 500 years refusing to face his judgement from the Valar. After that 500 years he's in Mordor gathering all that's left of Morgoth's evil creatures. His idea of making Middle Earth better for everyone was to have every being under control by his mind. Not really something I think most would agree with, so trying to say he really wanted to make Middle Earth better is discounting WHAT he thought was "better". He forged the rings to bring them under his control. He particularly wanted the Elves because they were the most powerful. The rungs he forged were a trial to see if it would work. The Elves felt him when he put on the One Ring and took theirs off enraging him. The Dwarves were resistant to them, but the humans (as he knew) became corrupt and became the Nazgul. That's what he wanted the rings to do to all the inhabitants of Middle Earth. This is all before he goes to Numenor. So trying to say he was still not evil when he went there is completely false. He lost his ability to shapeshift when the One Ring was removed because it contained most of his power. It had nothing to do with how evil he has become.

@ronaldshelny9439 He never strayed from his goal. His goal was always to bring order to Middle Earth by bringing them all under the control of his mind and will. Morgoth wanted to destroy it. That was never Sauron's goal. It's just that he believed his goal could be accomplished quicker with Morgoth rather than the Valar.
