Here they’re fighting multiple times but the Jedi somehow don’t know about them? Go rewatch the prequels. Some didn’t believe but a few were still looking into things anyway. Edit: The Emperor wasn’t able to get in the Senate because they thought there were no Sith. They knew there were after Darth Maul in the first one. Him being able to mask himself was part of his power. He was powerful enough to do that making him impossible to detect and more powerful than any Jedi.
