  1. The US does not and never has been under the jurisdiction of International Courts. This is a sovereign country. Things signed at the UN aren't binding. Treaties have to pass Congress and be ratified by the states. The US has never had a bill giving the International Courts jurisdiction much less one ratified by the states. Nothing is changing because it's never been a thing in the US. If you think this is binding for every country that signs it, why hasn't Russia, China, and several other UN countries been dragged before the court for all their human rights violations? Because it's non binding.
