A lot of these rules were already in place. They just weren't enforced. I can't imagine they would have allowed you to play music without headphones in public spaces. I think they were just trying to appease them because they were who was booking up the ships. Now they've got a reputation for being loud, fighting, and thefts.

The boot thing is when line dancing you hit the boot heel on the floor to make noise. It probably damages the floors. When you see it in a country dance club they usually don't slam the heel down but just flick it. I'm guessing the drunk black people are slamming them down. Hubby has been looking at cruises. The only ones he'll do are the Mediterranean ones where you're not on the ship much or an Alaskan one. He's looking at Viking. No kids, no casinos, and a 24-hour buffet. The 24-hour food is my requirement. Plus they're a bit more expensive to keep the riff raff out.
